Analysis
This ranking orders the parties that appear most frequently across the reported cases in the collection. It is dominated, overwhelmingly, by institutional and repeat litigants rather than by individuals. At the very head sits the Pendakwa Raya (the Public Prosecutor), reflecting the large share of criminal prosecutions in the corpus, followed by the Kerajaan Malaysia (the Government of Malaysia) and a range of government bodies and regulators — the Ketua Pengarah Hasil Dalam Negeri (the Director-General of Inland Revenue), the Ketua Polis Negara (the Inspector-General of Police), the Menteri Dalam Negeri (the Minister of Home Affairs), the Suruhanjaya Syarikat Malaysia (the Companies Commission of Malaysia) and the Mahkamah Perusahaan Malaysia (the Industrial Court of Malaysia), which recur as respondents in judicial-review proceedings.
The other large group is the financial and utilities sector. Tenaga Nasional Berhad, the national electricity utility, appears repeatedly, as do lenders such as CIMB Bank Berhad, Malayan Banking Berhad, Public Bank Berhad, AmBank Berhad and RHB Bank Berhad, which feature as claimants in recovery and enforcement matters and as respondents in disputes arising from lending.

Which parties appear most often?
Institutional and repeat litigants — above all the Pendakwa Raya (the Public Prosecutor) and the Kerajaan Malaysia (the Government of Malaysia), together with regulators and government bodies and, in the commercial sphere, the national utility and the major banks. Repeat institutional litigants dominate the head of the list.
