Pengarah Jabatan Perhutanan (the Director of Forestry) is a forestry-administration authority, and it appears in the corpus in disputes over the control and extraction of timber and the exercise of statutory forestry powers, mostly as a respondent or defendant. The matters are largely conducted in Malay and turn on the judicial review of forestry-related decisions.

The central subject is the removal of timber and the decisions of the state authorities that govern it. In a set of judicial-review proceedings, the challenge was to a decision of the State Executive Council ("Majlis Mesyuarat Kerajaan Negeri") cancelling an approval to extract the balance of felled logs — "membatalkan kelulusan mengeluarkan saki baki kayu balak" (cancelling the approval to remove the balance of the timber logs) — the applications for review being dismissed. Related interlocutory litigation saw a plaintiff seek an interlocutory injunction where no affidavit in reply had been filed by the defence, the High Court finding that there were serious issues to be tried and that the balance of convenience favoured relief.

The authority has also been involved in appellate-procedure questions of general application. At the Federal Court a matter concerned the striking out of a cross-appeal and the scope of what may properly be pursued by way of cross-appeal — where an appellant's appeal is limited to a specified part of a judgment, whether the respondent may bring a cross-appeal in relation to other parts not appealed against. The Director's litigation therefore combines the substance of forestry regulation — who may extract timber, and on what approval — with recurring procedural questions about injunctions and the limits of appeal, situating a specialised regulator within the general machinery of judicial review and civil procedure. The Director's litigation therefore joins the substance of forestry regulation to recurring questions about interim relief and the proper reach of an appeal.
